Persuasive Bio-lights (aka Everybody Was Disco Dancing NON CANON)
So the Porter's given the negotiator a SECOND POWER - in-city he can control how much his bioluminescent lights glow and even have them flash and do patterns, go brighter, turn them off.

This gives him a neat side effect!
- The longer the exposure to his biolights, the more susceptible to suggestions, persuasions and eventually even outright orders people get. The longer people are in the presence of the disco lights, the more they want to please the Negotiator.
- The fancier the lightshow, the quicker and stronger the effect. At its lowest levels, it might just be “okay I’ll do this guy a favor” and disappears once they are no longer in his presence. At it’s strongest, it puts the victim in a dreamlike state where all they want to do is whatever the Negotiator desires, and takes a while to fade (hours not days) after he’s gone.
- Repeated exposure increases the effectiveness – someone he sees every day is more likely to fall victim faster than random strangers.
- It does not work over the network. It has to be in person.
- For some reason this works better on natives than imports – in other words, for Imports it does not always effect them (aka based on Player Permission)
- It is possible to break free from the effect or resist – it isn’t a substitute of free will. For example, he couldn’t ask Batman to murder since Batman kinda has HUGE HANG-UPS about that sort of thing.

TL;DR: THE MORE YOU'RE EXPOSED TO HIS LIGHTS THE MORE A CHARACTER IS INCLINED TO HELP HIM OUT OR WHATEVER! But it DOESN'T ALWAYS WORK ON IMPORTS SO, permissions post time! (also any questions/clarifications/plotting)

Would they have anything that would prevent him using his powers?: (such as, resistance to mind control/persuasion or being blind (his powers work visually), etc etc)
Is it okay for it to work on them? (Remember, sometimes it just... fails on imports so if you don't want to do it or want it to be less effective, just say so!)
Is there anything that they would not ever do even under the influence? (would they NEVER EVER fire a gun? attempt to kill their liege? legalize marijuana?
